Mission Statement

Correctional Mental Health Services’ mission is to provide a comprehensive mental health service to correctional facilities tailored to meet the individual needs of each institution.  We believe in respectful, humane treatment of the mentally ill and provide a mental health service that includes:  thorough screenings at intake, complete assessments, effective treatment, safe management of the jail milieu, case management upon release, and ongoing training for correctional staff.  CMHS recognizes the unique nature of the correctional setting and promotes cooperation with the correctional staff in the management of mentally ill detainees.  We respect the confidentiality of our patients and balance that with the security needs of the institutions we serve.

Ultimately, it is our goal is to be recognized in the correctional healthcare field as the preeminent provider of distinctive correctional mental health services, and to be respected nationally for the value, innovation and quality of our people and programs, thereby serving our clients, our employees and our shareholders.



Correctional Mental Health Services (CMHS) is a financially strong company which had been in business independently since 2002.  We are now backed by our parent company, Conmed Healthcare Management, Inc. (CONMED).  This financial arrangement enhances the equity position in our balance sheet, allows for the addition of new experienced managers as needed, and supports our continued national growth. We have been responsible in the pace of our growth, conservative in our financial management and have always had sufficient cash and credit to accept the levels of obligation and risk into which we have entered.  Our cash reserves are more than sufficient for the operation of mental and behavioral health services for any of our contracted facilities.

  • CMHS has never had a contract terminated for default.

  • CMHS has never had any material criminal litigation, investigations or proceedings involving the corporate entity, subcontractors or any of its officers or directors or any litigation, investigations or proceedings under the Sarbanes-Oxley Act.

Aggressive Cost Containment

High-cost chronic conditions, unfortunately, present themselves in a higher percentage of the incarcerated population than in the general public at-large.  Drug use, alcoholism and mental health issues are all present in higher rates in inmate populations.  Many facilities nationwide are spending 10% or more of their total annual budgets on medical and mental healthcare.  And those costs continue to increase faster than the yearly increases in most correctional budgets.

CMHS strives to keep down the cost of inmate mental and behavioral healthcare services while always keeping quality clinical care a priority.  Use of evidence-based medicine, careful formulary selections, use of licensed providers and the use of telemental health are just samples of our efforts that will help to keep down the cost of inmate health care services.

CMHS strives to contain these rising costs on a daily basis in every one of our supported Facilities.  Our quality assurance program, ongoing clinical supervision, facility oversight and our staff in-service trainings allow us to regularly reevaluate utilization and prescribing patterns.  Through our years of experience dealing with correctional settings, we have identified the critical issues and aggressively pursue the strategies noted in an attempt to hold the line on rapidly increasing mental and behavioral healthcare costs.
