Department of Justice
CMHS was brought into the Wicomico County Detention Center in July 2005 to develop, implement and manage a comprehensive mental health service that also served to satisfy the terms of a Settlement Agreement with the U.S. Department of Justice (DOJ) regarding conditions of confinement at the detention center, initially precipitated by issues related to mental health.  In October 2005, just three months later, members of the Civil Rights Division representing the Department of Justice toured the Facility and reviewed all services, including the mental health services provided by CMHS.  In their report dated October 6, 2005, mental health issues were addressed on a point-by-point basis.  The conclusions of this report detailed their specific findings in regards to the provision of mental health services: 

"With regard to mental illnesses, inmates with serious or chronic mental illnesses receive necessary diagnostic assessment, monitoring and treatment through the use of Correctional Mental Health Services ("CMHS") contract services."

In regards to the way CMHS interacted and integrated with the correctional staff, the DOJ experts found:


"Mental health and correctional staff continue to work together to ensure that mental health information is shared and appropriate interventions occur."

"Mental health staff regularly interact with security staff and promptly evaluate inmates."

The DOJ report concluded:

"The implementation of the CMHS contract established a system that provides timely and appropriate mental health treatment."

With the help and cooperation of the administration and staff at the detention center, CMHS brought the Wicomico County Detention Center’s mental health services to a level of care unparalleled by other detention centers in the surrounding areas and with similar demographics. As with every Facility in which CMHS provides service, “serving the underserved” continues to be of the utmost priority.


Carroll County Detention Center
An example of our cost effectiveness and comprehensive services comes from an article written in the Baltimore Sun in regards to our service at the Carroll County Detention Center:


"Confronted with a growing population of mentally ill inmates, Carroll County Detention Center began using [CMHS, to provide] a more complete treatment approach for mental health problems, the Facility's warden said. The county picked Correctional Mental Health Services because the company's bid guaranteed more service for inmates and more training for guards at a lower cost" said Warden George E. Hardinger. "We think we're getting a lot out of this contract" Hardinger said. "It seems like a very good deal; something that could be a model for other counties."


Mid-Shore Core Service Agency (Provider of Mental Health Services to Kent, Queen Anne’s, Caroline and Talbot Counties):

"Services previously thought to be unavailable at any cost, are now being provided for each individual detention center in a coordinated and comprehensive way, and at a reasonable cost."
